Except the people who make the rules and need to suffer don't have to deal with that, and all the people responsible for collecting and sorting through all the mess are going to be the ones who have a shitty week at work, and they have zero to do with the situation.

We're all paying attention to it. At the end of the day, $25,000 gets deposited in the right bank account, and the people who are responsible for all the bullshite had to deal with none of the inconvenience. This is about as effective as kneeling during the national anthem as far as inspiring change goes.

Agreed. All you're doing is punishing the clerk who has a job there; the gesture would be forgotten or relegated to "neat tidbit" but wouldn't do anything to really initiate change.
Paying your taxes with pennies might feel like "sticking it to the man", but the people who write those laws and runs those offices never see your huge collection of pennies - just the poor individual who now has to count them for them.
Now, if he were to deliver the pennies right to the director's house and dump them on his lawn or car, that might get a bit more notice.

For the most part, you quit watching football over it, or you put up with it. If enough people decide this kind of shite ruins football and stop watching, things change.
The only other active solution would be something drastic like: Kiffin just doesn't pay the fine. And when they suspend him for it, he shows up at the game anyway. And then why they try to take action against him, all the Ole Miss fans stand on the field until the bullshite is cut and the fine goes away. Of course, good luck getting everyone to do this, but the point is unless you assault the bottom line somehow, everything else is an empty gesture. At best, it's ineffective, at worst, it backfires on your somehow.

Or maybe the "clerk" would be..cool ive already automated my job to where i need to work 20 min a day...counting coins would be interesting for a couple of days
