Saban never explicitly said that Texas A&M or Jimbo cheated. Only that they "bought" the recruiting class. He didn't say that they violated NCAA rules.

Not for certain. Only he knows that. He may be saying that this system where it is possible to "legally" (depending on how you look at it) buy players with NIL deals (at least legal until the NCAA enforces rules against it) is bad for football and unsustainable. He was talking about the sustainability of such a system, after all.
