Rules on SEC/BIG 12 challenge

I know every two years the bottom four teams in the SEC do not participate in the SEC/Big 12 challenge for the next two years. This year, so far, those teams are A&M, Missouri, Georgia, and Vandy. What I was wondering is if one of the bottom four teams was already not in the last challenge (Missouri) would the next lowest not participate (currently Arkansas)?
