ETA: actually that headline is the definition of fake news. the article is a regurgitation of what we already know - a few schools reached out to the AD about possible transfers.
Schools did not talk to the players themselves as the headline and this thread implies.

The SEC considers BYU to be power 5 for scheduling purposes, but

nah they can. I forgot the reason but mizzous beat writer says mizzou cant block schools from asking about the players due to the trouble we're in. At least for the time being

You’re right. It was an arse whipping. Almost as bad as the arse whipping the NCAA put on you guys. Hopefully Tennessee will watch the film on the game, figure out which players did the most damage to us, and poach them. Hell, Mizzou isn’t gonna need them anyway. Your program is done for a while.

If UTk contacted the school it is because a Mizzou player contacted UTk. It's is the rule and all teams follow it. No reason not to follow it. It's only news because of a manufactured headline to create clicks.

A mizzou beat writer answered this when asked if mizzou has to let other schools contact them about players
"Yes. Part of the NCAA sanctions was that it waives transfer restrictions for anyone whose eligibility ends before Mizzou can play in a bowl game. Seniors are essentially free agents until class starts in the fall."
