I think what’s going on is that the NCAA is adjusting to the Universities removing testing from their admissions standards.

The ncaa hasn't had a mission that involved academics in at least 30 years. This is just making it official. It's nfl lite

Several schools have started removing standardized test scores as a requirement for admission for students.

The movement is to drop it for the general student as well. Honestly, there is some merit to dropping the tests. The cottage industry that has developed around those tests skews scores and the tests' utility in indicating success or failure in college has been tenuous at best.
