Unless you have a static external ip, which VERY few home users do, the ip they get will reveal your provider and possibly general geographic area. Home users have dynamic addresses that change.
It identify you and do something meaningful like find your house they will have to access your provider records and match that ip to the date and time it was captured in order to identify the user.
Getting that provider info takes a court order, search warrant, etc.

This is correct, very few people have true static IP addresses and you have to pay for those.
Most dynamic IPs do come with a long lease though. I know I have had the same IP for over a year before.
The key is VPN and/or TOR.
IP addresses are really not worth much though. They would need to match your IP to username and from there it is on. Most people tend to use the same username all over and that is a dumb idea. You should try to use a unique name on every social media site. Those usernames should also not be unique, but rather generic. Those usernames should not be traceable to real name social media as well like FB/gram/twitter/etc.
It is also a good idea to use specific emails for sites. The email for here is not the same one for Facebook and that one is different than the one I use for Xbox Live and that one is different than my real email.
In the end all that data can be mined together by the big companies, however it makes you a hard target for the regular hackers.

Don't forget the slackers such as myself who are posting from work. A business will usually have a static address, but all the employees of that business are NAT'd to that one or two static IPs.
And then the admins ban you because multiple people from your job post to TigerDroppings and the admins think you're an alter because you have the same IP as an existing user.

well thankful for me I can say I'm the only person at my firm that posts here. (well that I can see from walking around the floor)

There are two of our attorneys here that post on TD. I know who they are, just don't know their usernames. I could probably find out if I was really motivated.
