NCAA rules changes in wake of FBI probe

The NCAA is requiring all school presidents, chancellors and athletics staff members to contractually comply with any and all future investigations. This is the NCAA's way of trying to institute a de facto version of subpoena power, which it lacked previously.
School presidents and chancellors will now personally be held accountable by the NCAA for their athletic departments abiding by the rules.
The FBI's case into college basketball brought about mounds of documents of information. Previously, the NCAA did not allow for information and findings from outside investigations at established agencies to be used in its infractions process. Effective immediately, the NCAA and its Committee on Infractions can use information obtained in other probes as a means to an end for its own investigations. This will be implemented immediately by the NCAA with the schools currently caught up in the Department of Justice's case regarding multiple schools and alleged violation of multiple federal laws.
*The recruiting calendar, as detailed here, is getting a major overhaul. In a first, college coaches will be allowed to attend the NBA Players Association Top 100 camp each June. Also, the first live period of July will be attendable for non-scholastic events.

College basketball is a complete joke at this point. At least football can pretend to be an amateur league.

I don't have a problem with players having an "official relationship with agents." It really should be better. If a player can sign some sort of contract with an agent, the agents won't be as inclined to keep giving players benefits on the side as an insurance policy for a verbal agreement...in theory. The gifts would have to come in a much shorter time span if there was a "bidding war" behind the scenes, which SHOULD make it more detectable.

I've always had a problem with this regarding NCAA basketball. If you are a one and done player, does it really matter you bomb every single class you take? I mean you are done after March.

You have to remain eligible after 1st semester, cant just not go to any class and fail your entire 1st semester
2nd semester, doesnt matter

How does this not make it's way into football? I actually like the part about returning to school after the draft. That should be in place for football too

While I love the idea of returning to school if undrafted, how do some coaches even recruit any more?
Early signing day is in November the year before the draft and the late signing day is in April while the draft is in June...
Sooo, what happens when you have your whole signing class done, you had 4 guys declare for the draft, you THINK 3 of the 4 are sure bets to be drafted, assume 1 wont, but then only 1 of the 4 gets drafted, and 3 want to come back?
Release some of the guys you signed in April? or November the prior year.
That's where that can start to get really messy

All it takes to become an agent is a college degree (or relevant 'negotiation' experience), $250, and passing a 50-question multiple-choice, open-book test. And based on my understanding, colleges won't be able to run these guys off. I just think that makes for a toxic environment.
And recurring gifts pale in comparison to the bidding wars you're talking about. Those already happen, with nearly every big time prospect and it starts with the shoe companies and AAU teams. Memphis and Kentucky are currently in one for James Wiseman. He'll easily command $250k+. CBB is WAY worse than CFB in terms of paying recruits.
Personally, I'd like to see college basketball go to the college baseball model and let the D-League be the farm system it was meant to be. But that would be a HUGE money-loser for the NCAA. The NCAA makes 90+% of its money on basketball, almost nothing on football. And that's why you seldom see the 'cash cows' get sanctioned (e.g. UNC, Duke, Kansas) with few exceptions

And that's exactly what college baseball coaches have to deal with every year, more or less. It's a nightmare

While they are at they need to get a president to run the NCAA that hasn't already been caught cheating and covering up scandals.
