NCAA Rule Changes for Football- Updates?

I’m particularly curious about the potential redshirt revision so a guy can play in three games and maintain redshirt, but there are other potential changes also interesting.

When do changes come out? Do they trickle out randomly or is there some date when this stuff is released?
