You won’t find a list with South Carolina very high because it isn’t a very good school, and this list is still shite.

increased tuition / out of state students most likely
It could almost be viewed as an inverse ranking of how much revenue a school is able to generate relative to its comparative quality.
ETA: I'm not a fan of increased tuition rates and all at Alabama, but they have been able to pump up the revenue significantly over the past 10 years.

I wish someone would have been this honest with me in high school.
I had a pretty good deal that I could have taken at #78 ranked Clemson.

The people that put these kind of rankings together have more biases baked into them than you can begin to name. They are meaningless as far as I am concerned.

Or we, you know, read the methodology... instead of just assuming a high score meant that it was all that mattered.
Methodology
Of interesting note is the tale of Cal State U - Long Beach
Among the lowest entrance scores (1130/23).
$51,100 per year - roughly the same as Alabama
But it's cheap.
And classes are possibly small
Take into Cost of Living (which NONE of these things ever seem to do), and that $51k a year in Alabama will go much further than it does in California. So why is this the #13 school in the country? Because their students will be poor for their area.
