Carolina's band can't make it?
I guess that makes sense if classes were cancelled for the week. Probably would be difficult to get all the students back together now that they've scattered to the four winds for the week.

In keeping with LSU's policy of not letting visiting bands march at the half, I assume LSU will forego a halftime performance and only send a pep band?

This is a recent trend for LSU. I think in 2015 people are busy filling their flasks, using the bathroom, at concessions, etc to really care about the halftime performance, so they're bringing in bands (artists) to replace college bands.
I'm kind of indifferent on it, but the aggies think it's some personal vendetta when in reality no one gives a shite.
eta: Basically college bands outside of Ohio State are becoming obsolete forms of entertainment.

It's just putting some context into a post intended to show how classy LSU is to visitors. They showed their real colors when they told Auburn and A&M that they weren't going to let their bands perform at halftime. I suspect they also showed their real colors in the negotiations over where the game was to be played, but we probably won't get the full story on that.
