This story isn’t all that confusing
1. Guice is a piece of shite
2. It’s unfortunate the women didn’t come forward to LSU or the police earlier. It could have maybe stopped this sooner. I don’t blame the women at all, as it’s very hard for rape victims to come forward. So people blaming them for not reporting need to stop
3. When the women’s tennis coach was informed a year later, she may have fricked up big time not letting LSU know
What is there to argue about? This is all clearly in the article

One did, albeit indirectly.
Neither resulted in the required actions to meet legal requirements.
Who that’s on, I don’t know, but this isn’t going to go away due to the severity of two allegations and two failures to meet Title IX requirements.
My guess is they’ll do an internal probe, maybe fire an administrator and call it good.
The bigger problem is if O’s quote is true, and they have to do an internal probe because someone else fricked up.
It’s not a good look when all eyes are on the SEC with the pandemic

You also still haven't answered my question as to what "mandatory reporter" or whatever the second incident was reported to in which Guice was named.

He'd be an idiot not to be.
Not sure what is so damning about his quote though.

It just said the dad told the LSU tennis coach that his daughter had been assaulted by an LSU football player to which the coach allegedly replied that she didnt believe her former player.
There was no evidence that Guice was ever named.

If the context was him downplaying rape as cheating, he’s fired.
If it’s him trying to calm a player down, he’s fine.
We don’t know either way right now, but that quote is getting a lot of visibility and will need to be addressed.
