Every team can choose to play shorthanded but none have except Mississippi State this past weekend after they also postponed their game with Georgia the week Alabama-LSU was originally scheduled.

Why do you need an official statement? The SEC rule clearly states the institution can choose to play the game if they want to. Kentucky and Mississippi State both did it this past weekend. MSU had players playing LB against UGA that had never played LB before.
