In 124 seasons ...UGA only has

Georgia football only has one (1980) national title according to LINK. They have 85 5* so I would say that's a lot of underachieving. They also from 1946-present are in the top 10 in wins and 1980 is all they have to show for it.

Actually since 1946 they are number 10 in total wins.

UGA has been incredibly consistent and heart-breakingly close several times under Richt and Kirby (2003, 2007, 2012, 2017). But that happens to most programs that are consistent. As well as Bama usually performs in big games, they've been agonizingly close and lost several. You could say that about LSU, UT in the 90s/00s, AU a couple of times, UF. The losses at that level are gut-wrenching.

Check out this link from the NCAA and tell us how many it says.
Then count how many it says for Florida and tell us why Florida underachieves so much.
