Are they ahead in the Standings? Yes.
Have they been better the past 10 years? Yes
Are they now a better program than Tennessee? No
People just do not seem to get it that a few great years or a few bad years strung together do not overcome literal decades of history for a program.
National Titles:
Tennessee- 2
S. Carolina- 0
Top 5 Finishes:
Tennessee- 13
S. Carolina- 1
Top 10 Finishes:
Tennessee- 23
S. Carolina- 3
Top 25 Finishes:
Tennessee- 44
S. Carolina- 9
The obvious answer is absolutely NO, S. Carolina has not surpassed Tennessee in the East pecking order. And it will not in your lifetime.
Tennessee is and will likely forever be Big 6. If this dreadful past 13 years (just one finish in the Top 20) continues for another 20 years, then they may begin to be in danger of losing "Big 6" status.... but it literally takes a generation for these things to happen.
Have they been better the past 10 years? Yes
Are they now a better program than Tennessee? No

Yes, of course they do. But obviously as more results are added to the overall resume with each passing year, those years of success become more watered down. I also think accomplishments that occurred more than 40 years in the past don't count quite as much... however, they still certainly count!
Take Minnesota. They have 4 AP National Championships. Nowadays, they have about as much cred as a program as Purdue. But wouldn't you rather at least have 4 National Championship banners in your stadium? They still count for something.
Despite its 4 National Titles, Minnesota is not a Top 25 program all-time. They are probably in the 30-35 range in terms of all-time success.
If Tennessee's struggles continue for the next 20+ years, they'll be the next "Minnesota". They'll no longer be an all-time Top 10 program. They'll have probably fallen down to #16-#20 or so. But that's worse case scenario. Odds are Tennessee will eventually turn things around.

I think the biggest difference is still tradition and recruiting. UT can have a bad year and still bring in a few 5 stars and some 4 stars. SCar can have a great year and still only have a class of 3 stars and mid tier recruits as far as rankings go.
Both teams best win this year has come against an ACC team (NC State and GT) and neither have a really good win. UT will be back because of money and tradition, SCar will always be SCar
