My guess is that this also has to do with ticket sales. College football is way bigger in the southern region of the united state than anywhere else. The fans travel well for the most part too.

well, demographics and southern football culture does favor the south and football.

While they don't care as much, your statement is not true. The northeast may be doesn't care but besides that it has its following especially in big 10 country.

The SEC decline was really just the other southeastern conference realizing they should be winning at football too since they occupy basically the same geographical area. Also it showed that the SEC should have expanded eastward.

All the big athletic black people live in the South primarily.
