First off, there are 5 power conferences and 4 playoff spots. That always leaves the potential, however unlikely, that an undefeated P5 champ could get left out.
Remember 2004? Only 2 spots in the BCS. You had USC, Texas, and Auburn all undefeated. Auburn is squeezed out, and the best rationale is that USC beat them in 2003. Which still doesn't really make sense.
Now, if you want to say "good enough" means "undefeated season", that's one thing. But a lot of 1-loss teams have won titles, sometimes beating undefeated teams in those games.
If you are saying "good enough" means "able to win on the field", that's something else. There have always been teams that lost a couple in the regular season, that are fully capable of winning rematches, and making runs.
You look at years where LSU/Alabama/Auburn/Florida/Georgia ground through the SEC schedule, every matchup was a tossup until late, somebody emerged with the best record, and somebody got 2-3 losses. But each of those teams would have a good chance to advance in a 12 team playoff, and scare the shite out of a favorite even if they lost.

That's not the way I heard it. Conference champions for the P5, plus the highest ranked G5 conference champion. That leaves 6 spots for the rest. I may not have heard the proposal correctly though.

Would Arkansas have gotten in in 2010 or 2011? Thinking they may have gotten in both years but don’t understand this new format

Just speculating, that's probably the way things will get voted/ranked. You know whatever means they pick the teams, it will be a national group, wanting "national representation". If the last team comes down to being a 4th SEC team vs a 3rd Big 10 team, you know there will be games behind the scenes.
