Probably to clarify it wasn't just a toss a yard away but something a lot more egrigious that couldn't be overlooked.

That penalty is most often seen when a player kicks an opponents helmet when it comes off. Or tossing his towel.
a few years ago, an NFL player picked up the referee's flag and threw it. Same shite. The refs have plenty of leeway to apply unsportsman like penalties.
