The Division I Council, the NCAA’s primary legislative body made up mostly of school athletic administrators, met Thursday to iron out details of the landmark legislation, which reverses a policy from the 1960s. The group is expected to meet April 15 to approve the measure, sources told Sports Illustrated. The new transfer legislation would go into effect immediately after it is approved by the NCAA Board of Governors.

Under current transfer rules, athletes in five sports, including football and men's and women's basketball, are ineligible in the first year they transfer unless they receive a waiver. The new rule would allow all athletes to move freely at least once, though it includes some stipulations. Athletes must submit notification of transfer by certain dates to be eligible at their next location.

“Students ought to have that ability to transfer once during their career and I understand the complexity that creates for coaches and roster management, but I think it is overdue we provide that flexibility,” Mark Emmert says.

What he did not mention is that the driving force behind the latest progressive rule changes from the NCAA is, likely, Congress. The NCAA is desperately lobbying Congress to create a federal bill to govern name, image and likeness (NIL) and preempt a bevy of state laws that are being hurriedly passed. Because of this, the organization finds itself at the mercy of Congressional members who, on both sides of the aisle, are publicly skewering the association’s amateurism model and pushing for progressive changes, such as the transfer policy.

“What I’ve heard about the conversation with Mark Emmert is a clear sign of lack of leadership,” Sen. Richard Blumenthall (D-Conn.) said earlier Thursday. “He says he wants Congress to help him—well, we’re going to give him hell.”

Intra-conference transfers are another sticking point. Many leagues force players to sit a year when moving from one conference school to another. Conferences would have to adjust their own rules to mirror the NCAA’s new change.

I’m gonna be in the minority but I’m in favor of this.

They should be treated like any other kid on campus.

I'm fine with this. If they transfer, odds are they weren't going to play anyway so it frees up a scholarship for the next recruiting cycle

Free agency means no loyalty anymore
I’m about done with the collegiate model
Wait till fans spend their money elsewhere
Won’t be shocked if fill stadiums never come back

During his annual news conference before the Final Four, NCAA president Mark Emmert expressed strong support in passing the one-time transfer exception, as he did in January. The NCAA was poised to pass the transfer legislation then, until a letter from the Department of Justice raised antitrust concerns and delayed the vote.

I think this helps the very top teams the most. Take Alabama for example. They're at the top right now. So the best of the best players, that want to win a championship, will all transfer to them, or the couple other top programs like Clemson or Ohio State.

The ACC also lifted its intra-conference transfer rule earlier this year, so Dabo is poised to take pretty much anyone who wants to transfer in when this passes.

The only way this would be kind of shitty is if a 2 year starter that had a lot of personal success at a school like Texas Tech, then his junior year decides to transfer to Ohio State or Alabama to get a ring because there is a QB opening. Even then, I mean it is what it is.

No it doesn’t. Loyalty is earned.

This rule won’t negatively affect good coaches.

My interest in college athletics is rapidly flatlining.

College athletics has always been about the team and culture and having players sort of buying into that too. There’s a reason minor leagues don’t work profit wise. The closer college football gets to minor league football the more it will resemble other true minor leagues. Aka minimum fan involvement.

This is more likely to cause havoc in basketball or baseball rather then football rosters. A star pitcher or mid-major basketball player would have a lot more suitors then most football players, whom often don’t contribute as much early.

The transfer portal is already clogged this year with too many kids looking for a different spot just to get playing time. This is only going to hurt those guys.

Third string guys will constantly be worried about their scholarships. If some are processed, a high percentage won't be able to pay their own way.

Or, it creates what is essentially CFB Free Agency. Great players from bad teams transfer to competing teams, which is not good for the sport.

That would be sweet if it didn’t count against the 25 scholarship limit so LSU could fill it’s roster back out to at or near 85.
