Using only NCAA Tournament performance in the modern era (1979-2019). The '79 Tournament was the first one to use seeding and it was the first to also expand outside of just 32 teams. Here's how the scoring works:
NCAA Appearances that end...
First Round (40-68 teams): 1 point
Second Round (Round of 32): 2 points
Sweet 16: 4 points
Elite 8: 7 points
Final 4: 15 points
Final 2: 20 points
National Champs: 30 points
Here's the Top 10 Programs Overall:
1. Duke- 373
2. N. Carolina- 360
3. Kentucky- 299
4. Kansas- 274
5. Michigan St.- 223
6. UConn- 195
7. UCLA- 191
8. Louisville- 191
9. Syracuase- 175
10. Arizona- 166
Here's how the SEC stacks up:
3. Kentucky- 299
13. Florida- 157
16. Arkansas- 121
27. LSU- 79
41. Missouri- 55
44. Tennessee- 48
47. Alabama- 47
55. Auburn- 41
64. Texas A&M- 31
67. Miss St.- 30
68. Georgia- 29
71. Vanderbilt- 27
89. S. Carolina- 19
112. Ole Miss- 14
Looks like those same Top 6 in the league will add to their totals this year, further separating themselves a bit.

Hmmm. That's a good idea. Would probably need to go back to the very beginning and not just the modern era though. Might take a long time to put that together though.

The Big 3! And that's with us not making a Sweet 16 since 95, lol.

Uga should get 15 points added to it since our 2003 team that gutless michael adams pulled out of postseason play was an easy final 4 team

The lack of last years tournament is so depressing for a team with as little post season success as ours. We were looking pretty good at the end of the season too :(.

Damn. No wonder why everyone hates Duke.

NCAA should have at least released a field of teams.

Since Will Wade came to LSU, LSU has won more games than any other SEC team. 1 game more than UK.

Out spent everyone as well, again narrowly edging out Kentucky

I have been an LSU MBB season ticket holder since 1976. I can assure you, LSUMBB has never had big bucks behind it. Never.

Yeah. Not having a Tournament last year really hurt some programs... from the SEC, Auburn especially. While I doubt last year's AU team would have made a run to the Elite 8, had they done so they would pass rival Alabama as well as tie Tennessee in these rankings.

True, but the NCAA Tournament in those days was nothing like it is today. Arkansas made the Final Four in 1941.... the Tournament started with just 8 teams and only one team per conference was invited (some leagues didn't get even one invite, such as the SEC that year).
It's hard to reward a Final Four in 1941 that only required one Tournament win to get there to a modern-day Final 4 appearance. It's basically apples and oranges.
