HIPAA applied to ANY form of communication ,be it electronic medical records or broadcast media, or any other way that a patient's medical information can be distributed against their consent.

I'm pretty sure that HIPAA doesn't apply to the media. They aren't medical professionals. It isn't their responsibility to keep medical records private.
They are really POS for saying that on air though.

So the Louisville player's mom has AIDS, Bridgewater's mom has cancer, and the announcer has a metal hip.

This is my point. It is completely irrelevant and awkward to announce that in between plays during a BCS bowl game.
