Most loyal has to be Nebraska.
Fair Weather has to be Southern Cal.

I think you're correct.
I forgot about Miami.
Although when USC is on top, it is a Hollywood event and far exceeds the buzz surrounding Miami when they are on top.

I would say SC and UK football would be 1a and 1b as both can fill their stadiums with bad teams. Nebraska fans are loyal but they have 100 years of winning to most that enthusiasm (and nothing else to do in the state of Nebraska)

Iowa fans are much like Nebraska fans. They have a starry eyed worship of their ball players and coaches. They also show up for every sport. They still get huge crowds for 'rasslin... One of only a handful of schools that do.
Iowa State isn't far off from the Hawkeyes. They just don't 'have as many fans.

Aggy fans are pretty loyal. The average fan seems to not only know a lot about their own team, but knows more about opponents than the average fan.

Pretty much every big, old state school has loyal fans.

Texas A&M has the best fans. We love our Aggies win or lose. loyalty is one of our core values.

I only say that because before Lou, they had some horrible seasons and I witnessed a packed WB, many times.

"Fair weather" is too nice to describe Miami. When we played them in the Superdome for a national championship, 1 vs 2, both teams undefeated, they had maybe 10 to 15 k in NOLA. Pathetic.
