I really think assault dogs should be banned, and better background checks to own other hand type dogs. I will be holding a press conference at 4 with other baby seals and the mother of the dead one to call for sweeping dog changes.

If you listen to what he's saying he's telling her to put the dog's head underwater and the dog will release it's grip on the seal. Which is probably the smartest thing to do to save the seal.
