When your chosen discipline is geared toward research, it is what you care about.

But I see what you are saying. They should start caring about all the Communications and Business majors.

I'm starting to doubt your comment about recreating outside.

Nope, Arkansas should focus on whatever college educated kids the state will need to fill jobs over the next 20-30 years. If that's Comm and Business, that is what they should focus on. Of course, it is more likely to be STEM careers

You really want to argue academics here? Since you pulled out the rankings for Fayetteville, I'll pull out U.S. News' rankings for Mizzou and Arkansas for your pleasure:

Overall rankings don't mean much. My department is good, I couldn't care less how the departments I don't interact with are ranked

You realize that STEM careers are pushed forward because of....wait for it .... research.

No, the STEM field advances through research. The university is tasked with producing competent graduates in those fields.

Leave the breakthroughs to the private universities. The taxpayers are paying for qualified students to fill jobs in the state. That is the role of a state university
