Basically, it's culture (values, priorities, etc.) than race. Thomas Sowell has written extensively on fallacies about IQ backed up with hard data and evidence. Black soldiers from north (esp. NYC) tested higher than white soldiers from the south on army-provided tests over half a century ago. The IQ scores for Jewish immigrants at the beginning of the 20th century were so bad that the stereotype was Jewish people were dumb. Within a generation, Jewish Americans destroyed that myth by producing so many award winners like Jonas Salk---this in spite of the fact that Ivy League schools and other so-called high esteemed institutions excluded Jews. That's why many Noble prize winners came from CUNY.
In England, West Indian immigrants do better than poor whites whose ancestors have always been in England.

You cited one man's theory about the racial disparity, but I saw no empirical support for his theory. I think regression to the IQ mean is a more likely cause. As for that study regarding Black soldiers up North vs Whites down South, yes, there was a disparity there in favor of the more well educated Blacks. But when you compare educated lower income Whites with educated upper income Blacks, the former do better. And Ivy League schools did not exclude Jews, by the early 20th century, they just imposed limits to prevent the kind of extreme over representation of Jews in the Ivy League that we see today, one mind you, that can not be explained to higher avg IQ. The over-representation is so extreme, and the Jewish dominance in Ivy League administrations is so large, that ethnic nepotism is a far more likely cause. West Indian immigrants are THE smartest people from the West Indies, not the typical West Indies person.

I spent part of my childhood in Monserrat (sp?) and St. Lucia and observed West Indians were usually hard-working and entrepreneurial. The schools also didn't play, what they used for discipline would scare most Americans.
Back to topic, you're insinuating that genetics (i.e. race) matters. Basically, a white person from the Canary Islands (1600s) would have a higher IQ than a black person in Madrid or Venice. Generally-speaking, that would be absurd.

Last I checked, both blacks and whites in this state both attend church on Sunday and have varying levels of family dysfunction (drugs, alcohol, divorce, etc).

LOL @ going to church as a factor. How big is Christianity (or religion to begin with) in Japan? South Korea?
