Any shrimp you eat has already been frozen so the bacteria is already dead. You're not really making the shrimp any cleaner or safer by deveining it.

Freezing kills relatively few bacteria, and not the ones that cause food poisoning.
All freezing does is make any bacteria present go dormant until the food thaws again.

Take a look at a diagram of an oyster.
