The paperwork issues are that he currently isn’t allowed to stay in the USA. He is overseas back home trying to renew his visa. It’s not resolved but is expected to be.

That's right because it's pretty much a formality i would assume, once he signed a scholarship with the University. That's the ticket. Should be open and shut case, right?
