any search committee who is looking and regardless of age who should at least call the agent of these 10 coaches.

There is nothing I can see that would suggest to a reasonable fan that Scott Frost is a power 5 coach. Perhaps Jim Harbaugh is the more disappointing choice among alumni that returned to save the day but only because expectations and results have been there. Frost has stunk up Lincoln from the moment he got there.

Not sure about Day yet, just his 2nd year and he is winning with Meyer recruits.

It seems odd, but there are probably more coordinators who would be higher on lists than active head coaches.
Outisde of Saban, Riley, and Dabo, I don't know that there are many other coaches who you could say would be slam dunks.
Mullen, Jimbo, Day, maybe Shaw at Stanford, Kelly and Kirby would be good hires somewhere, but could just as easily just be 9-10 win yearly frustrations.
It's strange that guys like Hermann, Frost, Franklin, Sumlin, and Harbaugh haven't worked. I genuinely thought those guys were going to become the next group of top coaches.

I wonder if Bob Stoops would coach again? If he went to TX, OK fans would hate him. I know Mullens wouldn't go to TX, but if he did, I could see Stoops possibly returning to FL.

When you talk about coaches, it isn't necessarily about overall results as it is about (1) results relative to the program's historical norms and potential and (2) the ability to sustain success.
Using those, I'd have:
Saban
Dabo
Mullen
Brian Kelly
Chris Peterson
Paul Chryst
Mack Brown
Kirk Ferentz
Jimbo
Kyle Whittingham
The first two are in a class all their own. After that, the other 8 aren't in any particular order.
Kirby isn't on the list because IMO, he doesn't have a body of work big enough to warrant joining guys that have been successful (based on the criteria I posted) for decades.
Using those, I'd have:
