That water is not "Freezing cold". It is clearly still liquid.

The water is rapidly moving and moving water rarely freezes solid. That does not mean that the water temperature is not at, or near, freezing. I will admit that I have no idea what the actual temp of the water is, so I cannot verify the accuracy of the headline. Just saying.
