If I'm Joe Paterno in that situation, my job is to report the incident to the proper people to investigate to see what was what. If those people never did anything, I would probably assume the investigation turned up to be nothing. He's a football coach. He is not an investigator of criminal activity.

You can theorize all you like. Joe Paterno made one startling comment before his death. "I wish I had done more." And if one of my coaches said he saw a 10-year-old boy in the shower being sexually molested by my DC, I would be more than motivated to investigate it myself.
