Go read the history of the SOL. The designer had no place to store it. He "gave" it to the US to keep it from being scrapped. Regardless, the quote on the SOL is NOT the immigration policy of the US, nor should it be.

The poem came about 20yrs after the SOL... and as you pointed out, it's not intended to be the immigration policy.
