License was probably only suspended for 6 months to a year. He just needs to go to the DMV and get it reinstated, will cost about $500. NO need to hire a lawyer.

Not so fast my friend. Those fees go up the longer you're license has been suspended. I'm not sure what the max is but its certainly over $500 after 6 years. As for the rest of it you may be correct if its simply a suspended license issue. However in this case there may some sort of flag/hold in place that only the judge can lift because of the DUI.
OP, I would try to go to the DMV on your own first and see if you/you're friend can pay the fees and have license reinstated. If that's not possible then lawyer up. I wouldn't expect it to cost 10-15k, probably more like 3k if there's no other legal matters at hand. First time DUI is fairly common and can probably be resolved with some classes and/or community service
ETA: I'm not a lawyer and this is only my humble opinion.
