At least one of you works or worked in staffing.
Quick question...
If I wanted to bring a "tech" onboard, pay him 20/hr no benefits, declines health ins due to being covered by military, what would my bill rate be in the ATL market?

Should be in the $26 range if W2.

I don't think you understand my question. I wouldn't hire the person. I would place the person with a staffing company and pay the staffing company to work him at my facility.

You asked what the bill rate would likely be, and I told you.
It does depend on whether the "tech" is on a w2, 1099, or c2c basis as to what the rate would be. I assumed w2. With that, you would essentially be paying the firm an essential burden mark up plus a small margin since they didn't have any search costs.
The rate may be a little more or less depending on the companies UI an WC insurance rates.

20/hr pay
1.30 for 6.5% payroll taxes employer paid
$ workers comp ins
$ general liability ins
$ overhead (staffing service still has to do payroll, etc)
$ profit
$26? Really?
The contractors I've tried to run him through want much more than that.

The margins will generally be between 30 and 40% for the bill rate. $26/hr bill rate is gonna be close to about right.

Shop around. Staffing companies are a dime a dozen.

They'll deserve the extra dollar fifty. Net45 payment, from when I submit it, which is usually a few weeks after they give it to me. I'm that guy.

Payables are typically about 45 days after a resource starts working so that's pretty normal.
