Is there a Gwinnett county law that says neighborhood pools must have a chain across the parking lot during closed hours?

The opposite. Im telling them to take the chain down because they have problems opening it each day. They say they can't take it down because Gwinnett. The pool itself is fenced and gated with key access, the chain is for parking lot

The angle Im working is for them to pay me to install some surveillance so they don't need the chain, the cameras will deter the nerdowells. Chain doesn't stop late night teenagers anyway, it just stops responsible people from getting in when it is supposed to be open but chain not taken down that day.

No, rule says if chain is up pool closed, not about parking. But otherwise yes.

A quick view of Gwinnett's pool ordinances shows nothing regarding it.
Could've been an amendment by the County Commission to the neighborhood's developer's approval. Those get very specific and wacky if you don't know the backstories.

Why don't you move to a neighborhood with a real pool with coded entry? Do they use a master lock with a combination to lock the chain?
