Well it depends on the service. Some have a specific allotment based on ranking within the class, some go on specific rating within their algorithm.

A lot of them only have 32 five star spots (247 said that it is like trying to land 1st round draft picks based upon top end potential). Others may be different.

247 only has 23 5* right now. Their composite has 32. Also, this varies and is typically based on the over rating, not a specedic number of people.

Rivals and Scout do not use the same odd system that 247 uses.

So your star ranking is only relevant compared to other players that are graduating along with you that year. Meaning a 4* this year at QB may be a 5* next year?

That's my understanding - just like if you're the only Blue Chip QB in any given year's draft, you're likely to go in the 1st round, where you might not if there's 5-6 other QBs at the same level.

Most overlooked: Georgia RB commit D'Andre Swift
There has been so much hype over the race for the No. 1 running back ranking between Najee Harris and Cam Akers that a lot of people have forgotten about the guy that was the first No. 1 running back in this class. Swift may have been the best back of the week and showed a ton of versatility and flash throughout the week.
Most pleasant surprise: Georgia OT commit Andrew Thomas
After Thomas competed at The Opening this summer, I thought he was a middle of the pack four-star offensive tackle. But whether Thomas has improved since then or just was better adjusted to the level of talent he'd be facing, he was a different player this week. You could make a case that Thomas was the second best offensive lineman of the week.
Best leaders: Georgia QB commit Jake Fromm and Alabama QB commit Tua Tagovailoa
They do it in different ways but both Fromm and Tagovailoa are clearly leaders of men. Fromm is always encouraging, always talking, a guy that people look to on and off the field. Tagovailoa is more quiet but he just draws people to him intuitively. If you want a guy that can command a huddle, you can't miss on either of these two passers.

He says Bama has a huge lead, yet he spent all week with the UGA commits.
He says "frick Michigan" and re-iterates about how they didn't know who he was and now Bartow CB's him to the Wolverines.
His mom loves GA and he is from UGA, yet we are a distant 3rd.
Wither this kid is a masterful troll, or is suffering from multiple personality disorder.
Bama thinks they get him, cause, well, they are bama.
Ga thinks they get him cause he is from GA and he is friends with all the GA commits.
Mich thinks they get him cause he already committed once and now one of the top insiders on 247 CB'd him to Michigan.
This should be fun to watch for the next month or so.

Don't forget the red UGA mouthpiece during the game....or him reportedly signing UGA team stuff with the other recruits.

I tend to agree, but maybe Solomon spilled the beans to Sentell in Texas.
It's all just wishful thinking. Who knows with this guy, he's clearly having fun with the process

Not really that messed up. The numeric "rating" is probably a better way of comparing from year to year than the star system but even still it's going to be relative to the guys they're competing against. Think of it like grading on a curve. Someone's getting an A... even if it might have been a B-/C+ in years past. On the other hand you might have guys that are probably talented enough to be 5* but get pushed down to depth (see this year).

Oh I get it...but it makes the comparisons of teams with x number of whatever * players kind of irrelevant if the totals cover several years. Of course, you could argue that using * totals is stupid and irrelvant anyway.
But, it does invite some "our 5 stars are better than your 5 stars" discussions which could be hours of wacky fun.....

It actually makes sense to me based on how 5 stars are viewed. 5 stars are rated as players who are expected to be 1st round draft picks. There are 32 spots in the 1st round of each draft so I get it.

FWIW most of us on the Alabama board think Solomon is going to end up at Georgia. I'm not saying he's a troll, but we've been through this before with other recruits.
Travis Rudolph gave an interview during the UA Game media day back in 2014 where he named Alabama his leader and stated he was always a fan of "The Roll Tide." He committed to Florida State three days later during the game.
Solomon appears to be following the same pattern.
