Rivals is drumming up drama to boost subscription numbers heading into recruiting season. So much of this BS is manufactured by sites and reporters twisting words for the sake of making stories.
JR Reed is at UGA and Gibbs has been visiting here for what seems like every other weekend this season. Until he stops answering Lecountes texts and starts pseudo living in Tuscaloosa, don't worry about it

DawgsLife already kinda answered but I'll break it down a bit further. Keep in mind some of these may be a bit misleading, especially in 2013's case, because even though we signed these guys they didn't all necessarily stay (mainly, the '13 class).

The whole "locking down the borders" thing is a TAD BIT overrated if you can get quality recruits elsewhere. I doubt anyone cared that our in-state recruiting rankings suffered a bit by getting a Murray, Gurley, Eason, etc. However, in a state like ours it is nice to keep in state guys at home, especially considering how many big time programs we compete against attempt to raid the state as well.
With that said, you can see in 13/14 we really didn't do very well in GA, especially in '13 where we only signed 3 top 15 guys (2 of those 3 btw ended up transferring, the other is now a punter). 2015 was much better as we signed half of the top 5, 10, and 15. Last year dipped a tad but there's maybe around ~3 guys in teh top 15 we missed out on that could have really helped this year, so not really a major loss. This class will be the best we've done in state in a while, and with kirby here I don't really see that slowing down much.
As an aside, and this doesnt' really matter much at all but I thought it interesting, Alabama for this 2017 class has ZERO committments from the top 20 guys in GA. Kinda odd that that was the mantra for so long that saban would come in here and take who he wanted. Of course, they do that nationally now so they aren't hurting, but it's still nice to see. Auburn only has 1 from the top 20. SC and Clemson have 1 each. UF, UT, and tech all have zero.
I'm rambling now but lastly, the thing that perhaps I love most about this recruiting cycle is the distance we're about to start putting between us and some of our rivals. Talent can cure a lot of ills, and we're finally about to be way more talented than some other guys that we might not have been in recent memory. From the CURRENT rankings, as of right now, here is how we stack up (using 247s composite point ranking):
Alabama- 305
UGA- 279
UT- 236
AU- 231
SC- 218
UF- 196
I'm sure those guys' standing will improve between now and February, but ours most certainly will as well, and likely by a fair margin as we have some big fish still out there.

I had heard a lot about locking down the borders and how we were letting so many get away. I have to admit, I was a bit surprised at how many of the top recruits were getting away. I agree with your assessment, though, that we were picking up a lot of quality out of state players, too. (Knowshon Moreno is another one) It's a very good thing that Kirby seems to be getting back in the game with a lot of top in state guys, though.
