So, I haven't been spun up on this yet, what the hell is the constant talk of money regarding us? It seems like that would be an afterthought for a program like this, but constantly gets brought up, so whats the issue?

We finally stopped paying Fulmer not sure about Dooley but it wasn't just the buyouts -- we spent a lot of money in upgrades and unfortunately for us when the economy crashed the interest on our loans went up and so we had to pay those off. Hart was being over the top cheap on salaries while he was balancing the books. Now that's taken care of, in part because we're no longer paying 3 head coaches at once, he's showing investment in salaries again. Hamilton (the AD before Hart) mismanaged things terribly but Hart has also been cheap since he got here. Him finally opening up the piggy bank is a huge step towards UT behaving like UT again.
ETA: I think we were paying buyouts in other sports as well but I'm too lazy to look that one up.
