Who does the most with the least?

A comment from the Rifle thread got me thinking of who does the best in the SEC relative to :

a) Athletic budget
b) State population
c) Living alumni - or some metric based on the size of the institution
d) Other factors such as climate or locational bonuses

Vandy is a wealthy school
Florida and Texas are located in huge states
Mizzou in a colder climate may have recruiting issues for late fall and early spring sports
Arkansas has the state all to itself and does not have to compete for state funding

Vandy is a wealthy school but does not have a big athletic budget. That money goes towards academics. The correct answer right now is Vandy

Alabama isn't a factor in this. Alabama is more of a "does most with the most" deal.
