What people outside of Louisisna don't understand is the level of corruption that exist. It is significantly worse than most states.

Louisiana has been so corrupt for so long that amendments have been made to the Louisiana constitution which guarantee the corruption continues. Its not a partison thing either. Its about politicians, Dems and Pubs, fricking the rest of the state. At the end of the day, the only discretionary state budget cuts that can be made, without a fricking constitutional amendment, are to health care and public education.
