Which squanders more potential? Texas or Georgia.

Forget current players or coaches, let's just look at the external factors surrounding each program that make both schools underachieving HISTORICALLY(talking macro here people) a real head scratcher.
Both Austin and Athens are some of the, if not the 2 best "college towns" in this region of the country, I consider Athens more of a college town than Austin, but Austin still is a really fun place to be a college kid.
Both schools have great academics, offering degree programs that are marketable anywhere in the country.
Both schools have a very large, very loyal fanbase. Texas probably comes with more crazies and higher expectations, but playing at any of those schools can be celebrity status in each respective state. A kid in Macon, Georgia usually dreams of growing up and playing for the dawgs just like Herschel did, just as a kid from Kerrville, Texas usually dreams of growing up and playing for the Horns like Earl Campbell did (get mad at my Aggies, there are exceptions but generally throughout history the first choice for recruits has been Texas)
Both have a lot of money. Granted few schools outside of the Ivy League have more than Texas, but Georgia isn't exactly a pauper.
Texas is the flagship university right smack in the middle of the most talent rich State in the country, full of kids who grow up playing the highest level of public HS football which makes the transition to college easier. Georgia is the only big dog in a State very rich in talent (Tech isn't stealing recruits from UGa)
Both have historically been factories for churning out NFL draft picks, and as such they have the ability to market themselves to recruits interested solely in making it to the NFL, and have a history to back it up.)
Both have some of the best Stadiums in college football. Texas' is bigger, and is probably louder/more intimidating when they're good, but Sanford is intimidating itself, and is probably the most gorgeous place I have ever seen a football game.
Many schools have only some of these external factors. For example Bama is the standard in college football right now. Anybody would be lying if they said they weren't jealous of what has been done in Tuscaloosa. It has NFL pedigree and money, but nobody would claim Tuscaloosa is an impressive town, that it has a powerful national alumni base, or that it has great academics. My point is that different recruits want different things, most want NFL, but some want academic, and many want atmosphere. Both Georgia and Texas ideally should be able to offer any recruit whatever they want regardless of preference.
The two situations aren't exactly similar AT THIS MOMENT. Georgia is obviously in a better place right now, but when you look at history from a macro perspective. I can't think of two programs who have done less with more than these two schools.

It is inexcusable how many recruits in their own backyard Georgia allows to go OOS even when they are really good.

We seal our state up a hell of a lot better than AM or Texas. And we have more national championship programs in our state and surrounding our borders than AM or Texas.

Texas is the most overall attractive school in the country when you take everything into consideration. It's just a matter of time until they are back on top of the conference and back in the national title conversation.

That's incorrect...But Texas suffers from relevant in state programs with great HS ties, and OU sitting very close to dallas.

Texas is seriously hampered by all of the various factions that are constantly fighting for control. Until they have a good coach that can clean house and have total control, they won't reach all of that potential. I believe Saban basically had to do the same thing when he took over Bama.

Texas - they have literally fricked over two conferences to rig things their way and they still have only one NC in the last 40 years to show for it.
