players/coaches should just get together and draw a bracket that they like... It's only ~ 1000 people, so everyone gets 1 million a piece. Not bad.

Easy. Take the money up front. Invest at least $100M of the initial $500M and hope for an average rate of return of 8% over 25 years and you will have ~1.01B in 25 years with the benefit of having the additional $400M day one.
