See that fiscal year 2009 budget, that was bush's last one since the federal fiscal year starts in October of the previous year

But it isn't independent from America. The president appoints the Federal Reserve Board and the Federal government sets the board salaries. Hell the US government gets a yearly dividend too. The closet thing we have to that is a primary shareholder which is usually the threshold to claim ownership.

Now as far as the fact that none of us here actually control or directly benefit from any of that, point well taken.
