hell, he did as a player too.
steve spurrier introduced the passing game to the SEC. nobody had the db's or the scheme's to stop them even with a so-so qb. it took a few years but the SEC defenses got the message.
spurrier will always be remembered by me for more than just football. his taunts (or trolls) were legendary and hilarious. he started with UT (even as a player when he, a Tenn. native rejected the big orange to go to florida) but got his digs into just about every team in the league.

Far too many here will only think of just his last few years and not his body of work. Spurrier got freaking DUKE to win the ACC. Then he went to UF and won 6 SEC Titles when they had never won before him as well as a NC. UF dominated the SEC in the '90s. USC had no history of success at all prior to the OBC and he regularly won 10 games and got them to 2 Top 10 finishes. He's the All Time Winningest coach at both UF and USC.
Have their been better? Sure, but Spurrier is an all time great, especially because he is the rare coach that was successful at 3 different schools who all had little to no history of success prior to his arrival. Had he just stayed at UF he would have put up a ridiculous resume in terms of championships but he wanted other challenges. There will never be another one like him and he deserves every accolade and then some.
