"The highest" means the highest of all available rankings. It doesn't mean the highest in the SEC, considering there is probably not a ranking available that does so.

I think Walton is usually underrated. It has been hyper-funded and endowed for less than 20 years, though.
Get a Walton MBA and you're set for life unless you do too many drugs or kill a hooker or something. The connections you'll make there are global-level.
