247 is so far ahead of the others that it should be the only one taken seriously.

This. And their Composite rankings takes the rankings from every service into account.
It should be the only recruiting website anyone would ever need. The others are lagging far, far behind.

Rivals sponsors high school football tryout evaluation "camps" as a business and for profit, charging the participants. They seem to tend to up the evaluation of kids that attend their camps. Other recruiting services do likewise.
As far as I know, 247 does not have this conflict of interest. But to answer the question properly would require research and quantification of past rankings and results. 247 actually does this to some extent, but it is hard to quantify an individual's contribution to a team game (the popular stats just do not do it properly, just as in baseball. Remember when Jim Mora told the news media they have no idea what they are looking at when they talk "sacks" and pass rush? It is true... most fans do not know what they are looking at, only coaches who "grade" performance can really have an understandable quantification of performance.
I do suspect that the NFL pays attention to college recruit rankings especially the tangibles.. else why would Russell Sheppard, a 5-star recruit at QB for LSU who never really played much or made much of a college impact be drafted and find a multi-year pro career. Answer: he fast...

seems like you could quantify by % of games started and played in while healthy throughout career?
I think those would be a two great data points
