This has been the case for several years.
The problem, generally, has been the lack of long term starters-- a large number of SEC teams have cycled through starting quarterbacks, with few tenures being even a full two seasons under center-- and the exceptions have either been underwhelming (Harris, Dobbs), or the really good ones around the league (Dak, Allen)-- which is really what TN and LSU should pin their hopes on this year, that their experienced signal callers find their strides.
OM has done pretty well with 2 year quarterbacks of late- but no one else has quite that kind of experience. When you get QB situations like Florida, Georgia, or Vanderbilt, it is very hard to get good QB play from week to week, or for any single player to establish themselves as The Guy, for long enough to get that top end experience.

Can anyone remember a year that the QB situation was as bad across the board?
Yes it is the least promising year for QBs in the SEC. I'll go back as far as 2009.
These were the top QBs coming into the last several years. It's the year they were entering and plus their previous year performance.

The crazy thing is the best returning QB this year was thought of like a lot of the new QBs this year . Like Kelly last year a lot of these QBs are not replacing any great QBs from last year so they could be upgrades.
