Because that was an illegal forward pass. Not a fumble. They "somehow" followed the rules.

All the Iowa players except the seniors are mailing it in and possibly staging a mutiny to try and get Ferentz fired. (Which won't happen until after next season, but the AD is finally listening after this game)

Couldn't tennessee decline a penalty for illegal forward pass and take the recovery.
You can not pass on a kick return, thats a fumble. Should've been tennessee ball . They just felt pity for the dumb arse iowa player.
They are truly terrible. We have way to many bowl games.

How can a kick returner attempt a forward pass.
