Is Coach Cal a poor developer of talent?

Don't get me wrong, he is easily the best recruiter in the game, but doesn't it seem like he never gets MORE out of the players who end up staying?
To me developing talent in college basketball means you see a literal improvement in players as they stay over the course of more than 1 year. Their first year little actual development takes place as they're playing since they are fresh out of high school and learning the new game. By their second year, they've had a full offseason and maturity growth into the new setting to really either see improvement in their game or not as developing or remain basically the same player and not develop.
It seems like Cal's players who have been staying aren't getting any better. Just look at his current flock of sophomores and juniors:
- WCS hasn't gotten any better
- D. Johnson hasn't gotten any better
- Marcus Lee hasn't gotten any better
- Dominque Haskins hasn't gotten any better
- A. Poythress hasn't gotten any better
- D. Willis hasn't gotten any better
- The twins haven't gotten any better and their NBA stock has gone from at one point 1st round to late 2nd and undrafted
That's all of his upper classmen and not a single one has improved notably since their freshman seasons.

Cal has repeatedly stated that he (a) prefers scrimmage over "practice" and that (b) he doesn't gameplan for other teams ("my guys just need to play well").

It's because he keeps bringing in super stud recruits who take playing time away from these players which hinders development. I really like the twin's game, but maybe it's not Cal's development but just a talent ceiling for them noticed by NBA scouts that is making their stock drop?

Cal went 38-1 this season. I think his system works just fine.

i'm not arguing either side but the question the op asked wasn't about cal's system and how it worked.

Didn't learn their tendencies. Didn't think about matchups. Didn't have multiple defensive looks prepared. Didn't strategize at all.
