1) Targeting
Just go ahead and make it legal for Bama
2) Rain
Gaytors only have to play in the weather of their choosing

Also, rules protecting the quarterback should be relaxed. If a defender can get to the quarterback he should have the right to break him in two. To offset that, the offense would have one designated player who is allowed to carry a metal billy club. Other than a shot to the groin, each team's clubman would be allowed to do whatever is necessary to protect his quarterback, including bribing other players and threatening opponents' non-playing family members.
That reminds me of some of George Carlin's suggestions for "improving" the game. His ideas:
1. Make the coin toss a full-contact event. While the coin is in the air, team captains are allowed to kick and punch the officials.
2. After the snap, players should be allowed to do anything they want. If defensive players want to cripple a placekicker, its ok. If a fight breaks out, let it continue until somebody wins.
3. Leave injured players on the field. You just have to play around them and can use it as part of the strategy.
4. Taunting should be allowed and encouraged. If a player makes a good hard tackle, he should be allowed to pull down his pants and masturbate on the guy he tackled. If he can't ejaculate because he's being watched by 80,000 people, hit him with a 15 yard delay of game penalty.
5. The pouring of Gatorade on the winning coach should be replaced by allowing the winning team to run across the field and spike the losing coach. Four linebackers pick him up and pile drive him into the ground. It would give him incentive to work harder.

Instant replay/ review of offensive holding non-calls.

Fumble into and out of end zone should allow the offense to keep the ball
This is the correct answer.
I don't understand my downvotes.
OK, here are 2 scenarios:
1. RB gets run sideways by the defense, then fumbles out at the 5 yard line. Offense keeps the ball for the next down.
2. Same play, but the RB is good enough to turn the corner and is heading to the endzone, ball gets knocked out and because his very own momentum of going to the end
zone, the ball goes into and out of the endzone. The defense never lays a hand on the ball to "earn" possession, however they get the ball, plus they get it out at the 20.
Just a dumb rule that has no merit. Probably worse then the dropped third strike and the batter gets to run to first.

For overtime games, have each team start at the 50 yard line and have to work their way into FG range instead of already being in FG range.

Any loose ball behind the line of scrimmage is a live ball.

It's not dumb. Any play that ends on a dead ball in the endzone results in a change of possession. It's not a hard concept.

I like the suggestion about offsetting penalties not offsetting unless they are equal. Penalties are of different distances due to their egregiousness. To say that a 5 yard offsides penalty offsets a 10 yard offensive holding or a 15 yard offensive pass interference is not only dumb, it defies the purpose of the penalties.
Bring back the 5 yard face mask call. Grabbing it but not pulling it shouldn't result in 15 yards. I've seen too many face mask brushes resulting in a major step off.
Enforce the sidelines. I'm tired of seeing coaches (yes, including Nick Saban who would rack up a mile in this penalty yardage) 10 yards on the field. Unless you are in pads, keep your arse on the sidelines. One warning, 2nd is a 15 yarder, 3rd is an ejection.
Fumbles out of the end zone are correctly called. The defense stopped you from scoring, their ball. If you don't like that rule, I suggest you hang on to the ball.
Targeting is a bullshite rule. There's always been a rule against leading with the crown of the helmet. It's called spearing and it's been illegal for years. Quit trying to pussify the game more than it already is. If a guy has the balls to go up in the air for a ball thrown too high over the middle, he's fair game. Clean his clock. He's only defenseless if he chooses to be. Same with players after a change of possession, aka the Aaron Murray rule. Get your head on a swivel, bitch, you're on defense now.
Let's stop holding, it's real easy. Put pads on the linemen's hands similar to a boxing glove with the thumb attached/webbed to the fingers that limits grasping. Only exception is the center who gets one free hand to snap the ball. To hold, you'd have to wrap an arm around a guy making it obvious, problem solved.
Stop the bullshite spots. In today's technological age, it's real easy. Put a small sensor inside the football that senses whether or not it crossed the first down line or the goal line and/or where it is exactly on the field. As long as the official can see the knees and knows whether the ball carrier is down or not, the official should know exactly where the ball belongs. His apple watch says the ball reached the 37.5 yard line.

No more conference officials. All of them would be managed by the NCAA nationwide for uniformity and eliminate bias.

I would like the celebration rule relaxed.
Bama should be allowed to hold in crucial game situations.....oh wait

Being down if they are untouched but knee hits the ground.

Loosen up the unsportsmanlike conduct rules for touchdown celebrations. If we're insisting that these are amateur athletes competing for the love of the game, let them show their passion (Not full blown soccer nonsense, but Christ let them have emotions).

I would like to see passes with O-linemen 3 yards beyond the line-of-scrimmage become a 15 yard penalty

On punts, the kicking team should only have to touch the ball for it to be spotted there...why are they required to possess near the end zone. If the punting team touches it on the 40, it's down there, make it consistent.
Move the first down marker up for 1/2 the distance to the goal penalties. Team is on the ten, gets called for holding, move ball to the five and first down line to 25...

Do away with intentional grounding. Seems stupid to allow the QB to clock the ball, yet can't throw it down when he's about to be pancaked. It's already loss of down with no gain

Get up when going to the ground and continue the play when not tackled.
