I have a family problem. Please Help!!

It's my little brother and it hurts to see him this miserable. He lives about 160 miles away in a house to be honest, that's a little plain. Anyway about once a week for a few years people come into his house and bully him. I'm trying to help him but what do you do when practically the whole phonebook is taking advantage of him.
He's wanting to turn to a couple of people for help. The first is a serial philanderer who changes jobs like most of us blink. i also hear he rides a harley and loves to give his female employees a ride, if you know what i mean. The second guy apparently looks the other way while people he supervises molest women, what a douche.
The only thing my lil bro really enjoys is his big screen tv. It's friggin huge and he always seems to watch clips from 3 & 6 years ago...i mean it's his whole life. My idea was maybe to get him a bigger one to cheer him up but it's hard for us to come up with 150 million.
Planning to talk to mom & dad soon but wanted some ideas on how to intervene first.
