How does Sumlin not have a great QB?

Aside from Manziel who he inherited how has he not been able to get great QBs given the system he runs is a QB wet dream?

Because most of Sherman's line is gone...... Matthews, Joeckel, Ogbueihi 1st round picks. Patrick Lewis Seahawks starting center(Wilson taking less sacks since Lewis has started), and next in line is Ifedi who will probably go in the first 3 rounds

Kingsbury left after Johnnys first year. Kingsbury was with from Houston to Johnnys first year.
